The Non-Point Source Pollution Program accepts applications for sealing and permanent closure of wells no longer in use. This practice is intended to prevent entry of contaminated surface water into a well. Landowners with abandoned water wells are eligible for up to $1,000 in cost-share assistance per well and may plug multiple wells through this program.

Project Timeline (forms listed in bold are available for download below)
1. The landowner submits the Application Form and Well-Plugging Worksheet along with a W-9(s) to the Conservation District (CD).
*NOTE: Work on the project cannot begin until AFTER the landowner signs the contract (Step 5)
2. Applications are ranked, and letters of tentative approval are sent out on or after July 1.
3. A contract will be created by the District Manager and approved by the Sedgwick County Conservation District Board of Supervisors and the State Division of Conservation.
4. The District Manager contacts the landowner by phone and/or mail when the contract is ready to sign.
5. The landowner signs the contract.
6. Work on the project can now begin.
The landowner has 90 days to complete the project. (Extensions may be granted in extenuating circumstances)
7. The landowner can plug the well or the landowner can hire a licensed well contractor to plug the well.
8. Once the well has been plugged, the landowner must submit a copies of Form WWC-5P to Kansas Department of Health & Environment and to the Conservation District, along with receipt(s) for payment in full.
9. The District Manager requests payment from the State.
10. Payment from the State is mailed to the landowner.
NOTE: No cost-share payments can be processed between May 21 and June 30 of the current year. Projects completed during this time will be submitted for payment in July.
